Tract 1: TACTICAL HANDGUN:

 The tactical handgun is a modified version of the Federal Law Enforcement Training Centers Survival Shooting Training Program (SSTP). In SSTP participants are introduced to techniques that will enhance their overall weapons handling skills. Objectives covered will include the survival shooting mind set, stance, grip, draw and presentation, reloads, movement, and threat identification. Students will be drilled in a variety of techniques designed to build confidence in their ability to execute these techniques under applicable stress. This course will be presented from both an operator as well as a train the trainer perspective.

Instructors:

Chris A. LaFollette has been a firearms instructor assigned to the Department of Homeland Security, Federal Law Enforcement Training Center, Firearms Division for the last five years.  Before coming to FLETC, Chris worked as a Firearms Instructor for the Transportation Security Administration (TSA) approximately a year and half.  While at TSA, Chris instructed Federal Air Marshals with the Federal Air Marshal Service as well as developing the firearms portion of the Federal Flight Deck Officer Training Program.  Prior to coming to TSA, Chris spent fifteen years with the Central Intelligence Agency (CIA), as a Police Officer, Protective Agent, CAT Team Member and Instructor.  While serving as a Police Officer, Protective Agent, and a CAT Team member, Chris operated in various domestic and overseas assignments utilizing both the carbine and the sub machinegun.

  Rod Burnett has been a Firearms Instructor for the FLETC since 2003.  Rod has been a full time instructor with the Firearms Instructor Training Program for the last 4 years as well as a part time instructor working the SSTP and RSITP programs.  Prior to that, he worked with TSA training the Federal Air Marshals and the initial 7 classes of Federal Flight Deck Officers.  His other experience includes Military, State Prison System, State and Local Law Enforcement and the United States Park Police in Washington D.C.  He also has a medical background. 

                       

Tract 2: Tactical Carbine:

This course will provide the participants the foundation and tools to utilize a tactical carbine to its maximum capability in a close quarter environment.  The techniques emphasized in this course will be from the Survival Shooting Training Program (SSTP) principles as taught by the Department of Homeland Security, Federal Law Enforcement Training Center.  The course will introduce the participants to the SSTP principles that include combat mind set, stance, weapon handling skills, transition to secondary weapons, and shooting drills designed to effectively engage multiple targets. This course will be presented from both an operator as well as a train the trainer perspective. 

Instructors:

Mark Missildine has been a Firearms Instructor assigned to the Department of Homeland Security, Federal Law Enforcement Training Center, Firearms Division for the last five years.  Currently he works in the Reactive Shooting Instructor Program, the Survival Shooting Training Program, and the Sub Machinegun Instructor Training Program. Mark retired as a Senior Chief Petty Officer after 21 years of active Naval Service in 2002.

Emory Allen has been a firearms instructor assigned to the Department of Homeland Security, Federal Law Enforcement Training Centers Firearms Division for the last 5 years.  Before coming to FLETC, Emory worked as a firearms Instructor for the Transportation Security Administration (TSA) for approximately one year.  While at TSA, Emory instructed Federal Air Marshals as well as working as a firearms instructor for the Federal Flight Deck Officer Training Program.  Prior to coming to TSA, Emory spent twelve years with the Bureau of Prisons (BOP).  Ten of those years Emory served as an active member of the FCI Jesup S.O.R.T. Team.

Tract 5: Advanced Sniper:

This course will include a review of fundamentals and continue with real life situation drills. Participants should have a working knowledge of the basic skills and techniques it takes to perform the duties of their respective teams. This course will include known and unknown distances, multiple target engagement including moving targets, construction of a hide and a organize stalk. Training will concentrate on drills, movement, and building a shooting position. A Practical Exercise will be conducted at the end of this course. This course will be presented from both an operator as well as a train the trainer perspective. 

Fred Allen is presently serving as the Branch Chief of the Tactical Training Branch (TFB), in the Firearms Division, Department of Homeland Security, Federal Law Enforcement Training Center (FLETC).   Advance  Programs under the direct supervision of Mr. Allen include; Precision Rifle Observer Program, Law Enforcement Rifle Training Program, Survival Shooting Training Program, Reactive Shooting  Instructor Training Program, Instructor Non-Lethal Training Ammunition Program and the Submachine Gun Instructor Training Program.  Prior to Mr. Allen's employment at the FLETC, he served 27plus years of distinguished federal service with the United States Secret Service, that also included the Operational Counter Sniper Unit and 20 plus years as  a Counter Sniper Instructor.  Mr. Allen’s career included counter sniper assignments with the President, Vice-President and several foreign dignitaries, and Heads of State. Mr. Allen is a former infantry sniper with the U.S. Marine Corps (1966-1969) which included a tour in Viet Nam.  Mr. Allen traveled to Gaborone, Botswana in South Africa in March of last year, where he conducted sniper training for the Botswana National Police Service.

Timothy Fischer, is presently serving as a Senior Instructor, Firearms Division, Federal Law Enforcement Training Center.  He has served in the U.S. Marine Corps - both active duty and as a reserve participant.  His primary Military Occupational Specialty was Rifle Team Equipment Repairman and his secondary specialty was Primary Marksmanship Instructor.  Fischer has served as a member of the Marine Corps Rifle Team as a Gunsmith and a competitor.  He has participated in the building of the M40A1 Sniper Rifle and has provided instruction to Marine Corps Snipers.  Fischer has been employed as a Firearms Training Specialist with the former U.S. Immigration and Naturalization Service.  He is the current FLETC Gunsmith and instructs in the Precision Rifle Observer Program.  Fischer has twenty six years of experience in military and civilian law enforcement firearms training.

 Morris H. Bray Served in the U.S. Army during the 1960'S. Had law enforcement experience as a N.C. Game Warden, Montana County Deputy Sheriff and worked for The National Park Service as a law enforcement ranger in Yellowstone for 16 years. Former President of Mountain States Tactical Officers Association and winner of 3 MSTOA Top Gun Awards. (Sniper, 1995, Pistol, 1996 and Combat Match 1998)  Mr. Bray has been a competitive shooter since 1995, competing in USPSA and Soldier Of Fortune 3 Gun World Championships. Served as  trainer for a Department of Interior Special Operations Team and was the team sniper for 11 years.
