Jan Dubina
Phoenix Police Department
Jan joined the Phoenix Police department in January 1981. She served five of those years, June 1981 to December 1985 in patrol before transferring to the Special Assignment Unit. December 1985, transferred to the Special Assignment Unit / SWAT team as part of the sniper/observer team. In 1987 she moved to an entry team position. Ultimately Jan was selected as a primary negotiator in 1990 and served in that capacity for the last 20 years.
Jan has received several hundred hours of negotiator related training and has been involved in over 200 barricaded incidents. She is the Crisis Negotiation Section Chairperson for the National Tactical Officer’s Association and their lead negotiation instructor. In addition to the NTOA she also teaches basic and advanced classes in Crisis Negotiation for the Phoenix Police Department, as well as First Responder and 911/Dispatcher classes at Glendale Community College.
Jan is an Arizona Certified firearms instructor. She has attended the FBI two-week negotiation school at Quantico and has a teaching certificate from the State of Arizona. Jan holds a Bachelor of Science Degree in Criminal Justice from Arizona State University and recently obtained her Masters Degree in Education from Northern Arizona University.
