Hello Mountain States Tactical Officers Association:
The location of the 2006 MSTOA conference will remain at Fort Harrison in Helena, Montana from May 8-12. We will continue the MSTOA Team Competition this year on the final day. Start training now as you will need to be in shape and ready to play hard!
The board members also took a long look at all your critiques and made changes for this upcoming year. The 1st thing we learned is you all want to have three days of training as well as the team competition. 2nd you wanted us to keep prices down so more officers could attend the conference. 3rd was to bring in the best trainers to the conference.
We will start the conference on May 8 at 1300 hours (must be at the Fort and checked into your room and ready to go). This will allow us to complete the conference by May 12 at 1200 hours so everyone can travel home.
The conference agenda is as follows; May 8 – Travel and registration and half day training starting at 13:00 hours May 9 – Training / Vendors Exhibition with pizza May 10 – Training / chicken dinner Ø May 11 - Training/ Banquet and awards Ø May 12- O.V. Competition/team award/ travel
All training tracts require basic safety equipment such as eye and hearing protection, helmets, etc. Remember we train and compete as we operate (full-gear). Also be prepared for inclement weather. TACTICAL SHOTGUN DAVE CERVANTES Dave is retired LAPD SWAT and has trained with many tactical units to include the Navy SEALS and other full-time tactical teams. Equipment Needed: This class is great for all entry team members. This tract will include Hallways, and room clearing, and less than lethal munitions. Equipment is your basic entry gear, 25 rounds of shotgun slugs, 100 rounds of 00 buck, 100 rounds of birdshot, 10 rounds of

less than lethal and rigging for shotgun (proper slings, and loading devices –NO POCKET STASHES).
TACTICAL HANDGUN: The tactical handgun is a modified version of the Federal Law Enforcement Training Centers Survival Shooting Training Program (SSTP). In SSTP participants are introduced to techniques that will enhance their overall weapons handling skills. Objectives covered will include the survival shooting mind set, stance, grip, draw and presentation, reloads, movement, and threat identification. Students will be drilled in a variety of techniques designed to build confidence in their ability to execute these techniques under applicable stress. This course will be presented from both an operator as well as a train the trainer perspective.
Steven L. Whittenburg has been in law enforcement for over thirty years. During this time span Mr. Whittenburg has worked several aspect of law enforcement which includes street patrol, undercover criminal investigator, and personal security. The last fourteen years Mr. Whittenburg has worked as a full time firearms instructor at the Department of Homeland Security, Federal Law Enforcement Training Center, Firearms Division. Currently Mr. Whittenburg is the Senior Instructor of the Survival Shooting Training Program
Tactical Sub Machinegun This course will provide the participants the foundation and tools to utilize a sub machinegun to its maximum capability in a close quarter environment. The techniques emphasized in this course will be from the Survival Shooting Training Program (SSTP) principles as taught by the Department of Homeland Security, Federal Law Enforcement Training Center. The course will introduce the participants to the SSTP principles that include combat mind set, stance, weapon handling skills, transition to secondary weapons, and shooting drills designed to effectively engage multiple targets. This course will be presented from both an operator as well as a train the trainer perspective.

Chris A. LaFollette has been a firearms instructor assigned to the Department of Homeland Security, Federal Law Enforcement Training Center, Firearms Division for the last three years. Before coming to FLETC, Chris worked as a Firearms Instructor for the Transportation Security Administration (TSA) approximately a year and half. While at TSA, Chris instructed Federal Air Marshals with the Federal Air Marshal Service as well as developing the firearms portion of the Federal Flight Deck Officer Training Program. Prior to coming to TSA, Chris spent fifteen years with the Central Intelligence Agency (CIA), as a Police Officer, Protective Agent, CAT Team Member and Instructor. While serving as a Police Officer, Protective Agent, and a CAT Team member, Chris operated in various domestic and overseas assignments utilizing both the carbine and the sub machinegun.

SNIPER RIFLE This course will include a review of fundamentals and continue with real life situation drills. Participants should have a working knowledge of the basic skills and techniques it takes to perform the duties of their respective teams. This course will include known and unknown distances, multiple target engagement including moving targets, construction of a hide and a organize stalk. Training will concentrate on drills, movement, and building a shooting position. A Practical Exercise will be conducted at the end of this course. This course will be presented from both an operator as well as a train the trainer perspective.
Fred Allen is presently serving as the Branch Chief of the Tactical Training Branch, Firearms Division, Department of Homeland Security, Federal Law Enforcement Training Center (FLETC). Some of the Advanced Programs under the direct supervision of Mr. Allen include; Precision Rifle Observer Program, Law Enforcement Rifle Training Program, Survival Shooting Training Program, Reaction Shooting Training Program and the Submachine Gun Training Program. Prior to Mr. Allen's employment at the FLETC, he served 27plus years of distinguished federal service with the United States Secret Service, Counter Sniper Unit. Mr. Allen’s career included counter sniper assignments with the President, Vice-President and several foreign dignitaries, and Heads of State. Mr. Allen is a former infantry sniper with the U.S. Marine Corps (1966-1969) which included a tour in Viet Nam.
Morris H. Bray Served in the U.S. Army during the 1960'S. Had law enforcement experience as a N.C. Game Warden, Montana County Deputy Sheriff and worked for The National Park Service as a law enforcement ranger in Yellowstone for 16 years. Former President of Mountain States Tactical Officers Association and winner of 3 MSTOA Top Gun Awards. (Sniper, 1995, Pistol, 1996 and Combat Match 1998) Mr. Bray has been a competitive shooter since 1995, competing in USPSA and Soldier Of Fortune 3 Gun World Championships. |
Served as a trainer for a Department of Interior Special Operations Team and was the team sniper for 11 years. Mr. Bray is a lead firearms instructor at the Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) and serves as a team member of the Survival Shooting Training Program. |
