Course Description and Equipment List:

This course will benefit any senior member of any team.  It is aimed at supervisors and training coordinators, but anyone will come away with a much more in depth understanding of tactics and training goals, and you will gain confidence in all of your tactical  decision making skills.  This is one of the best courses I have attended during my career. - Paul Lewis


This will be an abbreviation of CTI's four day course.  It is a skill developing, intensive training course for those individuals responsible for any level of leadership, supervision, command, coordination, or training for a tactical team. Detailed information will be presented regarding personnel selection, establishing basic and advanced training programs, selection and use of specialized tactical equipment, and command and control with respect to Immediate Action Rapid Deployment (active gunman), High Risk Warrant Service, Hostage Rescue, and Barricaded Subjects. The student will learn process, methodology, tactics, and command and control in a classroom environment; then exposed to situational training and realistic, practical exercises. How to establish and operate an effective Tactical Operations Center, developing optimum teamwork characteristics, tactical planning and tactical leadership methods and techniques will also be presented. This course goes beyond providing an understanding of principles and theory; it provides the mechanics and "how-to" that can be applied immediately upon completion of the course.

Bring your normal tactical load out including your vest, helmet, hand gun, and shoulder fired weapon.  You'll need about 100 handgun rounds and 60 shoulder fired.

Instructor Bio:  Kyle Jorgensen


UPDATE APRIL 9, 2012:  Due to his duties with the military, Doug has regrettably had to cancel his appearance at MSTOA.  He sends his apologies, but has arranged for Kyle Jorgensen, SRT Commander for DOE, to take his place as our instructor.   See below for his bio.  We're glad to have him represent Countermeasures at MSTOA. 


Kyle Jorgensen

  Kyle Jorgensen is currently The Special Response Team Commander at the Idaho National Laboratory for the Department of Energy in Idaho.  Kyle is in charge of four operational full time Special Response Teams with an annual budget of nine million dollars.  His responsibilities include managing day to day operations of the force per DOE requirements, develop tactical crises resolution plans, contingencies plans, develop and conduct selection, develop and conduct tactical training, to have a understanding and capability of directing an effective aggressive and timely resolution of adversary actions directed at Department of Energy programs and facilities and employees using force options team techniques for interdiction, interruption, neutralization, and recapture operations. 

   Kyle has over 27 years of experience in Counter Terrorism and SWAT Operations.  Kyle has been fortunate enough to have cross-trained with various agencies to include Specialized United States Military Units US Army Special Forces detachment “DELTA”, 1st Special Forces, 10th Special Forces. Local and Outside Law Enforcement agencies to include the FBI, ATF, United Kingdom’s Special Police Service, Houston Metro SWAT, LAPD SWAT, Denver Metro SWAT Albuquerque SWAT, United States Department of Energy Central Training Academy Other Department of Energy contractors and Civilian personnel.

   Kyle joined Countermeasures Tactical Institute in 1999; he is currently a tactical instructor for tactical training and special weapons.  Countermeasures Tactical Institute provides training to Law Enforcement and Military Units.  Kyle has instructed over 40 different agencies and over 1500 Law Enforcement Officers.  

   Kyle spent 11 years as Reserve Deputy for the Bonneville County Sheriff’s Office.

   A member and Instructor of Mountain States Tactical Officers Association, in 1992 he received their Excellence award in recognition for winning the 1992 National SWAT Team Championship in Gainesville Georgia. Kyle also received an award for Excellence for dedication to training other officers in 1993.

    In 1995 Kyle won the Department of Energy top award Security Police Officer of the Year, his team also won the coveted Secretaries Trophy in Albuquerque New Mexico. 

   Kyle has spent his entire Law Enforcement career dedicated to raising the bar, and to become a better person, employee, partner, trainer, supervisor and manager.

Douglas G. Pechtel, founder and president of Countermeasures Tactical Institute, Inc., is a former member of the U.S. Army’s DELTA FORCE.  He participated in select classified operational missions as a member of a unit tasked with immediate worldwide response to conduct sensitive special operations.  During that period, he was personally recognized by the President of the United States for “professionalism, leadership, and bravery displayed during a rescue mission,” received a Presidential award for “exceptional leadership, initiative and professional competence while conducting worldwide special operations,” and Department of Defense awards for “actions which enhanced the military posture and national security interests of the United States.”

In addition to special operations around the world, Doug was involved in sensitive, special operations in Beirut, Lebanon and Khartoum, Sudan in support of United States national security interests specific to anti-terrorism and counter-terrorism.

Doug was selected by the U.S. Department of State to prepare for President Aristide’s return to Haiti by training, advising and leading a fifty man Haitian body guard force (the new Haitian Secret Service).  Additionally, he provided close protective security for President Aristide upon his return.

Doug served as the Commander of the Special Operations Division for the U.S. Department of Energy for seven years.  Doug was responsible for providing an immediate and viable law enforcement counter-terrorist tactical response to protect the Department of Energy’s (DOE) security interest.  Duties included managing and commanding the forty-four man Special Operations Division during normal operations and emergencies. 
Additionally, Doug was instrumental in the design, development, and implementation of DOE’s command and control structure for counter-terrorism.  

Doug is the Company Sergeant Major for B Company, 1st Battalion, 19th Special Forces Group (Airborne) Utah Army National Guard, United States Army.  In December 2001, Doug and his team were activated and deployed to Afghanistan in support of Operation Enduring Freedom.  Doug and his team spent six months conducting combat operations against al Qaeda and the Taliban, three of those months conducting unconventional warfare operations out of a cave in Southeastern Afghanistan.  Additionally, Doug and his team conducted mounted, direct action and special recon operations in Northern Afghanistan.  Doug was awarded the Bronze Star.  From September 2006 until July 2007, Doug’s company was deployed to Jolo Island, Republic of the Philippines in support of Operation Enduring Freedom – Philippines to conduct special operations by, with and through the Philippine military to kill or capture high value terrorist targets.
